PLANNING DIVISION RESPONSIBILITIES
Long Term Planning:
The Planning Division helps elected officials to plan for the City's long-term growth by annually updating the City's Comprehensive Plan. The Comprehensive Plan includes policies and maps on community character, environmental protection, land use, transportation, parks, housing, economic development, and utilities. It also includes the City's population projection and its inventory of the buildable land that is available to accommodate growth. The "Comp Plan" is implemented in part through development regulations, which the Planning Division drafts for adoption, and in part through budgeting for improvements to City streets, parks, etc. All this planning must conform to the Washington State Growth Management Act and is subject to intense public participation.
The Planning Division also processes urban growth area expansions, annexation proposals, rezones, and special projects such as the Downtown Plan (6MB) and the Fennel Creek Trail Plan (8.85M).
Current Planning:
The Current Planning Division fulfills the City's regulatory obligations under federal, state, and local land use laws and policies and serves an active role in the development and updating of land use laws. Most notable among these is enforcement relating to the zoning code and the State Environmental Policy Act (SEPA).
This division processes all land use applications consistent with adopted planning and development regulations. Included are mandated actions for: rezoning, conditional use permits, variances, deviations, long plats, short plats, lot line adjustments, SEPA determinations, accessory dwelling permits, land use appeals or other private development permits.
The Planning Division also plays an important role in the coordination of pre-application meetings, as well as coordinating the review of development proposals and land use permits with other City departments and the Design Commission.
Pre-application, or "Development Review Committee" meetings, are held every Wednesday morning at 10:00 a.m. to conduct initial staff review of project proposals with applicants. These meetings, held for all proposed commercial and residential developments, serve as a "one-stop shop" to address issues pertaining to project proposals. The City Engineer, Building Official, Fire Marshal, and a Planner attend these meetings in order to provide an initial comprehensive review of proposed developments within the City.
Feedback provided by City Staff at these meetings enables applicants to make adjustments to their respective plans, as required. Since the Development Review Committee meetings are held early in the planning process, they serve to streamline the development process.
