Utility Billing:
Utility charges are due upon receipt and become delinquent on the 15th of the month following the billing. A penalty of 2% is added to all delinquencies. Disconnection is scheduled 30 days after the date of delinquency. In the event of disconnection due to delinquency all charges, plus a $100.00 turn on fee must be paid to reconnect service. The City reserves the right to require cash to redeem any check returned by the bank for any reason.
Billing Cycles:
Customers who reside inside the corporate City limits are billed for basic services on a monthly basis and for commodity (consumption) on a bi-monthly basis. Meters are read on odd months (January, March, May, July, September, and November). Please call for irrigation rates.
Customers who reside outside the corporate City limits are billed on a bi-monthly basis for both base charges and commodity (consumption) charges. Meters are read on even months (February, April, June, August, October, and December). Please call for irrigation rates.
Commercial non-residential accounts are billed monthly for both basic service charges and commodity (consumption) charges. Meters are read monthly. Please call for irrigation rates.

Utility Accounts:
Utility accounts remain the responsibility of the property owner. The owner is responsible for payment, even if the property owner provides a written request to bill tenants.
Account transfers to a new owner or turn on or off of service can be done by written request which can be faxed or mailed; by phone (253-447-4317); or in person at City Hall. Because the utility service(s) are a lien against the property, purchasers are encouraged to ask their title company to verify billing status prior to closing.
Utility Rates
Water Base Rates (BLMC 13.04):
Effective January 1, 2007 the water availability charge (Base Rate) for customers inside the City limits for a standard 5/8” meter is $14.90 per month. The water availability charge (Base Rate) for customers outside the City limits for a standard 5/8” meter is $19.30 per month.
Consumption Rates:
Meters record water consumption in cubic feet (7.48 gallons = 1 cubic foot). Meters are read in hundreds of cubic feet (ccf).

Multi-Family Residences (Apartments, Condos, etc) are billed at base rate/availability charge multiplied by the number of units. Consumption allowance is 1,000 cubic feet per month per unit.
Sewer
The non-grinder standard sewer fee is $32.60 per month. In addition to the flat rate a volumetric rate of $2.03 is applied per one hundred cubic feet of water per month with a cap of 1,000 cubic feet per month for single family residential customers. Multiple-family residential customers have the same volumetric rate but with a monthly cap of 800 cubic feet. Non-residential customers have a volumetric rate of $2.03 per one hundred cubic feet with no cap. For rates other than the standard rate, please call the number listed below. Qualifying seniors/disabled are granted a 20% discount on the base sewer fee (see below).
Storm Water
Customers inside the City limits with property in a residential zone will be charged a $8.00 per month storm water fee; the rate for non-residential property is $8.00 per month per ESU (equivalent service unit).
Senior Discount
There is a Senior/Disabled Rate for qualifying property owners which is 50% of the monthly water availability (Base Rate) fee. There is no discount on the commodity (consumption) charge. To qualify to receive a senior citizen discount, the customer must provide us with proof they are receiving the discount on their property taxes. Because of this requirement, only the property owner can apply. The Senior Citizen/Disabled Discount Form must also be completed and signed. It can be picked up from and mailed into City Hall.
